AffärsConcept

AffärsConcept was founded in 1995 and is a Swedish specialist company within the field of Swedish and international Public Procurement. Our goal is to help public authorities and entities achieve successful results while purchasing.

AffärsConcept is owned by three of its employees. The company employs 12 procurement experts and has an annual fee turnover in the range of 15 MSEK. Our office is located in the centre of Stockholm.

Our experts have extensive qualified experience in international public procurement covering both the contracting and supply sectors, with many years of direct involvement in a number of key areas of public procurement on a strategic, institutional level as well as on an implementation and operational level.

The scope of our activities and fields of expertise in national and international public procurement is designed to serve our clients in the most effective manner, and always with the intention to optimally respond to the various needs that normally occur in complex and demanding procurement environments. Furthermore, we strive to be at the leading-edge of procurement development.

Our clients are Swedish National, Regional and Local Governments, Parliaments and non-governmental organizations and donor organizations such as The World Bank, Sida, The European Commission, OECD, World Learning, USAID.

Field of expertise

Legal and Institutional Development:

  • Advice to governments and institutions on appropriate strategies and action plans for the efficient implementation of public procurement, including support to new countries within the European Union.
  • Support in the establishment and development of central public procurement institutions and offices, responsible for the provision of central procurement services and for monitoring of national procurement operations.
  • Improvement of Public Procurement system and practices.

Information Services: 

  • Publishing of handbooks on public procurement.
  • Guidelines for qualification criteria, tender specifications, tender award procedures and different evaluation methods.
  • Support in the design of standard tender and contract documents.

Evaluation/Assessment:

Review of the procurement procedures, processes and work flows of a public or private company  for the purpose of recommending improvements and streamlining of the procurement activities, leading ultimately to a more efficient operation, better utilization of financial and manpower resources and improvements in profitability.

 

Training:

  • Design and coordinate training programmes, study tours and seminars in public procurement.
  • Develop and implement customised procurement programmes and courses for management, purchasers and technicians.
  • Conduct Basic and Advanced training in Public Procurement.
  • At the Stockholm University, we perform a Public Procurement course including business economics for purchasers and the Swedish Public Procurement Act (LOU), 60 p.
